Larry is a Senior Project Manager with extensive regulatory and consulting experience in all media and in numerous states. His broad-based background includes project management, regulatory analysis and strategy, negotiations, site investigation and cleanup, compliance and permitting, facility compliance audits, and projects with complex, multi-media environmental and regulatory issues.
During his 12 years at the Minnesota Pollution Control Agency he held positions including: Hazardous Waste Section Chief, managing permitting, enforcement, generator programs; and Supervisor for programs including Superfund, investigation of contaminated sites, solid and hazardous waste enforcement, and the hazardous waste generator program. He also led the Hazardous Waste Rule Writing Task Force that revised state rules allow the MPCA to become authorized to run the Federal hazardous waste program under RCRA.
In his 20 years as an environmental consultant, Larry has managed projects in multiple states that included hazardous waste, investigation and cleanup of contaminated sites, due diligence, Phase I and II Environmental Site Assessments, solid waste, stormwater and wastewater, chemical and petroleum storage tanks, air permitting, air toxics, industrial chemical reporting, and environmental review. He has also provided depositions and expert witness testimony in litigation.
Larry earned a Bachelor of Science degree from Minnesota State University, Moorhead with a major in biology and a minor in chemistry. He is a Certified Hazardous Material Manager.
