Project Background 
Liesch was retained by a national commercial development firm to conduct a Phase I Environmental Site Assessment (ESA) of a 4.35 acre property containing a 138,155 square foot building constructed in four stages. Historically, the building was occupied by grocery wholesalers and retailers, and other tenants of the warehouse space. The purpose of the ASTM Standard Practice E 1527-05 Phase I ESA was to provide due diligence inquiry into the environmental characteristics in connection with the proposed partial building demolition and redevelopment of the property. Historical environmental issues included remaining petroleum and non-petroleum impacts from historic on-site underground storage tanks. Off-site concerns included potential groundwater impacts from a documented release to soil.
Scope of Work 
Based upon the historical data, Liesch undertook a Phase II investigation of the property as part of the geotechnical assessment. Soil and groundwater samples were collected for laboratory analysis. No further investigative action was recommended based on the field and laboratory results, however Liesch recommended enrollment in the State's Voluntary Investigation and Cleanup program to request a "No Association Determination" letter for a detected volatile organic compound. An asbestos and hazardous materials survey was also completed, since a portion of the building was to be demolished and a portion was to remain. Liesch coordinated the asbestos abatement activities including air monitoring. The site was successfully redeveloped.
