Brownfield Redevelopment
Midtown Exchange
Project Background
Liesch was retained by Ryan Companies US, Inc. (Ryan) in association with the Minneapolis Community Development Agency to provide project management and decommissioning oversight for the Sears and Roebuck Midtown Exchange Project located in Minneapolis, Minnesota. The Midtown Exchange building was a one-plus million square foot, sixteen-story former Sears-Roebuck catalog retail center listed by the National Historical Society.
Scope of Work
Liesch’s activities included air monitoring and documentation of the asbestos-containing materials (ACM) abatement, lead-based paint (LBP) and lead dust abatement, mold abatement, and hazardous and special waste decommissioning and disposal activities.
The abatement involved the removal of ACM throughout the building, including three large two-story masonry/metal boilers. The LBP and lead hazard abatement/stabilization portion of the project involved the removal of identified LBP and lead dust from restoration portion of the building and the stabilization of damaged LBP prior to demolition of the remaining areas.
The building decommissioning portion of the Project involved the removal, decommissioning, packing, shipping and disposal of items such as fluorescent light fixtures, mercury-containing devices, oil filled equipment, polychlorinated biphenyl items, ozone depleting chemicals, HVAC units, appliances, and other special and hazardous waste. In addition to the asbestos and lead abatement and building decommissioning activities, Liesch conducted airborne mold spore and surface contact sampling and performed oversight during mold
abatement activities. Liesch also conducted personnel and ambient air sampling for silica and total dust during demolition activities throughout the building.
Liesch collected and tested liquid samples for various liquids located within sumps, cisterns, and 55-gallon drums to determine the presence of hazardous materials, as part of the proper handling and disposal of liquids at the site.
In addition, Liesch supplied regulatory permit assistance to the client for the closure and sealing of a water supply well and two underground storage tanks.
